PC - Perks not loading in on HUD and not active in game

I have had several matches playing Vittorio on PC where I load in and realise I have no perks on the HUD and none of them appear active.
This happened after I played a match as Meg then next game as Vittorio, but after the first match is bugged the next one seems to be okay until I alternate between survivors again.
Perks used on Meg: Balanced, Botany, Kindred and Windows
Perks used on Vittorio: Balanced, Strength in Shadows, Kindred and Windows
Listing perks in the event the issue is perk related
