Survivors should NEVER be able to fully bodyblock hooks
I don't care what you think of the bodyblocking meta, hooks themselves should never be bodyblockable.
You think "Oh just hit the survivor and you can get past it," but I have had games where one survivor is enough to make every hook attempt a failure because the survivor they're bodyblocking for is using perks to make it easier to get off the killer's shoulder.
Hooking should never be made impossible for the killer. End of story.

More like improve killer lethality so survivors don't even bother to try doing so unless absolute necessary, and also fix extremely stupid hook spawn that just makes hooking impossible EVEN WITHOUT BODYBLOCKS.

You can't even imply that killers should be able to do something about survivors bodying them at every opportunity around here. Killers are supposed to be weak, don't you know that? It's 4 against 1, naturally killers aren't going to be able to do anything for fear that four other people might not have fun!

You're right, we should just take away every single mechanic in the game besides gens and looping. Alternative playstyles are anti-fun, who cares if anyone wants to try anything different for once.

I disagree. Survivors are sacrificing health states for those blocks, and it is the very last option survivors have to deny attempts to tunnel.
I know the frustration you feel, I make a point of killing Boil Over players ahead of anyone else, but the game loses more than it gains with this change.

Unlike background player flashbang/pallet saves bodyblocking actually has some risk and burns through health states

Well then can we remove killer having iFrames when trying to use a pallet to stun a down teamate? It is so annoying you hear the stun sound, you get the points saying killer stun yet they do not drop them. Or sometimes killers seem to Iframe through survivors who are trying to body block the hook, Had it where me and a friend was trying to protect someone being tunneled and the killer did not hit any of us yet some how he slide through both of us who stood right by the hook and still got to hook the person.🤔
