Charms missing

On PS5 I am missing "The quirky console" charm given as a completion award in tier 3 of tome 17. I previously had this and now it is gone. It is showing up as locked in the "charms" section of the new store and It is not available for me to select in my character customisation.

I have already unlocked this charm as i've completed all tiers of tome 17.
