Controller has input lag

The controller on the console has a really bad input delay, there is more than 1 second delay when pressing the buttons but it isn't like that on the keyboard and mouse. It is only happening on this game and my controller is plugged in. Apparently, this has been an issue for years but it seems to me there has not been any improvements. Will there be any fix to the input lag? I cannot use perks such as dead hard and decisive strikes because of the input lag, sometimes I even have to spam a button for it to register, which really makes this game unplayable. Sometimes your view gets locked too when trying to turn.
