Stuck at "initializing shaders" for at least 30-40 seconds

When booting up the game after 7.7.0 patch, I'm now getting stuck at "initializing shaders" for at least 30-40 seconds before I get into the main menu.

I reinstalled the game but this issue is still there. Anyone else with this?
