Pain Resonance won't activate at all when used - PC

Step 1 : Boot the game
Step 2 : Play as killer in a public match, bring Pain Resonance
Step 3 : In-game, hook a survivor on said Scourge Hook: No tokens used, when generators that were progressed were checked, the 25% regression was never applied.
Step 4 : Get a decent 2k anyways with Unknown
