PC - Stranger Things perks not available on Steve and The Demogorgon

Due to me owning the DLC before it was removed from Steam, the Perks that used to be basekit were subsequently removed from Steve and The Demogorgon's perk slots.
The only probable way to reproduce this is to remove the DLC again before any of the teachable perks are unlocked beforehand.
I cannot use Babysitter, Camaraderie, or Second Wind on Steve because he physically does not have the perks. The same goes for Demogorgon, but strangely enough, not Nancy.
