Is the RNG of skill checks buggy?

I did more than half of the generator but there wasn’t a single skill check, I used the hyperfocus perk to farm tokens and points, it’s a shame because skill checks give us points but they don’t appear

    It's still awful especially in 2v8 mode, I used guide class and not a single skillcheck in those 70s
