Is Ultimate Weapon supposed to not have changed?

In the Last developper update they said that Ultimate Weapon would change to make scream again, but work outside of lockers.

The description matches that.

The current effect doesn't. It's still like it was on the PTB.

Is this a bug? I wasn't sure to post this in the bug section and I haven't found anyone talk about it by researching so I'm confused

    It will be updated in a future hot fix to match the description.

    The current effect is the one that was in the PTB, they decided to rework it again but didn’t have time to implement it in this patch.

    Don’t know why they changed the description this early though, it’s just misleading.

    The wording has changed but the effect won't until a near future update (per a dev)
