Decrease the Slice and Dice hit cooldown to 2.7 seconds

The Slice and Dice hit cooldown is currently 3 seconds, so I think it's fair, following the current trend of lowering power hit cooldowns to the same value of basic hits, especially after his upcoming balance update. It also would make his brown addon, the Good Guy box, indirectly much better, as it is currently useless.

I don't understand why they didn't already do all of this in one go when they introduced the lowered base attack cooldown, in addition to also creating new killers with the old number… probably an oversight..
