Can’t hook on hook in front left of wretched shop

Killer: The “unknown”
Details: I wasn’t able to hook a survivor (prompt wouldn’t appear) and when talking to them they confirmed no one was blocking me. The hook was on the left side from the entrance to the main building.
occurred: only once (can try to reproduce if requested)
