When did the cost of buying characters change and how does it work?

So a years ago when I bought individual characters and not the entire chapter it would cost me 9k iridescent for each original character. However my friend can them for 4.5k except sable and the unknown. When did this change and why are some prices differently?

    When the characters can be bought as a perk of a pack they cut the price in half so newer characters are 9k and older ones are 4.5k shards.

    After the characters have been out for a while they get bundled into a pack and not sold individually the most recent pack was the endless hunt pack for example released yesterday

    so the characters in this pack have been made 4.5k
