Bite The Bullet Perk Glitch

Lately as I've been playing, the perk "Bite The Bullet" has not worked properly. Some games it will work, but some times it won't. I don't know what causes the perk to just not work, but it's getting agitating. I use this perk with all of my survivors to keep me and others that I heal quiet, but it tends to bug out and it won't work like it's supposed to.
