How to set custom frame limit on PC?

Since they added the new options to the settings menu on PC with the alien chapter last year, it doesn't seem like a custom frame setting via the gameusersettings.ini file is possible anymore. I know you can edit the frame limit in game, but it's only in increments of 30. I edit the file, i even make it read-only, and the game somehow overwrites it still and always uses whatever is on the settings menu.

Is this just not possible anymore? Are we stuck to the increments of 30 (outside of using Nvidia control panel)
