Is it a bug that perks deactivate when leaving or dying?
The perks never state this, but it seems when you die, or escape, Perks like Blast Mine, Wiretap, Boons, etc all deactivate, when the benefits should stay active, as the perks only provide the means to get the benefits, like a boon or a trapped gen.
Example: I have CoH, I die, the CoH boon disappears instead of staying to aid the rest of the survivors until the Killer kicks it

Been like that since the start, dont think its a bug

You're technically out of the game so why should your perks stay active?

Yes they do, it's like that since they are in the game and there's no reason they'd stay, you're dead in the end and therefore you shouldn't be able to help the game in any way anymore.

Why doesn't the boon stay active? The perk only creates the boon? Does the table disappear when the carpenter dies?

Spider reasons.

consider it to be part of your character, your character is gone which means it's gone too.

Because they are your perks, not your teammates. If they want to reap the benefits of another survivors perks, they need to help that survivor survive.

I can understand where OP is coming from though; I can take Flashbang, drop on om the ground and die and you can just pick it up and use my perk

flashbang is an item, the perk is used to create the item

It's intended. You're no longer in the game, the perks that you brought in are no longer in the game either. Everything you brought in to the game leaves when you leave (either by escape or by death) with the exception of items you leave behind (again, either by dropping them or by death)

You die so your perks died with you. It been like this since forever ago.
