Give survivor some passiv stats
As a killer, you can have many different gameplay and use good perk to.
As a survivor the only variation are perk.
I propose removing certain perks and making them passive for survivors.
Of course, it will take nerves because it will be cumulative to the 4th perk
For exemple remove Botany Knowledge and make it passiv to Claudette, stay at 10% ( or less the point is not to buff heal but to have more game play )

No. This would just lead to a Meta which Survivors are being played. Currently we have Survivors who are more popular than others, but this is due to personal choice or cosmetics or something like that. Not because they get a competitive advantage (this was only a thing with Claudette back in the day, but is not the case anymore).
If you would give Survivors passive abilities, this would just lead to some Survivors being better than others and therefore some Survivors might become even less popular. And what about people who have a Main? They might have spend lots of money for the Cosmetics, but if this Character becomes weaker than others, they have to make the choice to have a disadvantage or change their main, even if they like that Character.
(Sure, the same can be said about Killers if a Killer is nerfed, but IMO Killer would still have way more variety in gameplay than Survivor with your idea)

I never want to see survivor character meta. It's definitely bad idea to encourage using same characters in team.
It's already annoying sounds and sizes are completely different.

Survivors are too simple in nature to give any meaningful variation, perks are basically enough
Not to mention the fact it'll force people to stick with meta survivors, which is very very bad for survivor playerbase because it effectively forces them to ditch the cosmetics

Adeptable
Every characters 3 perks becomes a selectable loudout for you to play. The wrinkle is you add a popularity modifier to each perk, and track teh usage of ea h loadout to modify the perk values. The more a particular character loadout is used, the weaker the modifier is (even going into negatives for the most popular!).
Unpopular character loadouts however gain bonuses on each perk, with the least popular perk loadout getting the perks jacked up to the nines...
You wanna play Megs perks? Sure, but Sprint Burst speed boost value and duration is now reduced by 20% (120% movement speed for 2.4s)
You wanna play Vittorio's perks? Sure, and now Potential Energy charge rate and maximum stacks is increased by 30% (1.2 c/s and 26 charges).

You may not know it, but the character Ada has already gotten a passive whose moans are smaller than those of other kyarakutas for a long time, so high MMR players and competitive SWF groups are using her at a high rate.

This is alredy happening in the 2v8 with classes for survivors
