Base gen times should change… depending on who the killer is. A hyper mobility killer that should have had their whole power completely changed years ago (nurse, we all know it's nurse) should not have the same amount of time needed to complete a gen as say the hag who needs more set up time.

My proposal is that gens should go significantly faster against killers that are broken and slower against killers whose power isn't negating base game mechanics. The upside to this is you don't need to nerf gen slowdown perks for everyone because the problematic killers that stack four gen slowdown perks will get less value out of it.
