Is Billy better than Blight now?
Let's compare the two:
Speed: 9.6 m/s for a rush from Blight. 10.12m/s for Hillbilly (13 m/s when in overdrive).
Turning Speed: Blight has a massive advantage with base power vs Hillbilly's. Hillbilly has massive advantage when in Overdrive (can turn 412 degrees per second which is more than a full circle at the start of Overdrive).
Power Cooldown: Hillbilly's Power is always available and gets better with use. Blight's Power has a fast c/d timer but turns into a M1 killer until it is recharged.
Power Charge: When available Blight's ability can be used instantly but requires at least 1 contact with something before he can swing. Hillbilly's Chainsaw takes 2.5 seconds to charge from 0.
Power Usage: Hillbilly downs survivors in 1 Chainsaw hit. Blight deals 1 health state damage after at least 1 contact. Both powers break pallets.
Addons: Let's be real other than the shoe addon, Hillbilly's addons are pretty lackluster. Blight's addons are much much better.
Is Blight being overtaken by Billy? I honestly can't tell but I'm seeing super sweaty Billy's way more often than super sweaty Blights of late. What are your thoughts?

Yes. Even comp killers think so. Blight is still OP but he isn't as OP as billy. Billy has absurd mobility and an absurd insta down chase power that has barely any cooldown for missing. The only real counterplay against a strong Billy is the crouch tech which isn't even intended. If that didn't exist he'd have an 80% kill rate.

I do think so yes. Billy is for me number 2 right behind nurse.
In short, he has low cooldowns, instadown and insane mobility.
Also, people overexagerate his difficulty i think, not to say he is easy to play, but he isn't very hard either, and since he is not very punished for trying/missing, i think he is very beginner friendly.
Hence why he is very popular right now, back then he was heavily punished for failing which is bad (hello Xeno), now he is much stronger in base stats and way less punished for trying. A forgiving powerhouse that dashes, the perfect receipe for a popular killer.
Billy can break pallets very quickly, even more so than other pallet eater, his curving is insane and with the hitbox correction, he can instadown you in a lots of loops if not any. Looping a Billy is more him missing than you actually doing the right thing.
Im not saying Billy is uncounterable, you can do things against him, but most of the time saved is him outright missing, a solid Billy is a quick death i think.
Crouch tech may hold him back a little but with his cooldowns, he will be on top of you after it and you will probably die.
He is weak to strong windows or insane setups. Which is the case for everyone except nurse.

I personally find blight to be a lot streonger due to him be able to readjust, therefore being able to deal better with certain maps than billy does.

Blight have much better repositioning and can make chases billy cant dream of.
But billy is definitely better in the open.
I honestly believe its very mad dependant.
I think billy is better in some maps, and blight is better in others.

Billy has always been better people just threw him away when he got nerfed originally but even nerfed billy was still better or at least on par with Blight, billy was the number 2 killer in the game for a long time and those nerfs didn't change that they just made billy more annoying and drove people to other killers.

No. Blight is still a lot stronger. Hillbilly is definitely a very powerful killer and he has an addon (LoPro Chains), that now pushes him too far but Blight is still better. The main difference between Blight and Hillbilly is, that a Blight can always readjust. Billy on the other hand cannot. He misses you and you are safe for a while. Billy is also more predicatable then Blight and needs more set up for his power work in chase.
I see that the "showcase" that Hens did a while ago was brought up in this thread and I find it funny, that the we take this video without even the least bit of salt.
Not only does the Hillbilly have a stronger loadout, the survivors also play pretty terrible. These are comp players and yet, they don't know that the syn car is incredibly unsafe against the new Hillbilly and try to loop that of all tiles on the map? Pre drop the pallet and leave like you'd do with any other loop (except maybe shack). Or how about the Nea on Thompson House, that walks in a dead zone, so the killer has an easier time back revving her instead of using her Sprint Burst to get away. Survivors in public lobbies play a lot better than that. This looks like paid actors.
If this is the best they can do, then that's embarrassing.

You are not safe from hillbilly if he misses his cooldown is so small that you barely make any distance. Blight has longer cooldown if he misses and he can't even instadown you. Hillbilly feels stronger of these killers.

"Feels" is the important word here. He isn't stronger than Blight though. You can no longer get 3 loops worth of distance on Hillbilly after a missed chainsaw (which is in part because of the faster chainsaw speed, that needs to be reduced first and allows him to move a bit more) but you still get around the loop to a safer position.
For Blight it doesn't matter, if you dodge because as long as he doesn't swing, he can use another rush to readjust. Billy's power can also be countered on reaction in most cases. In Overdrive you are mostly forced to play the mind game but even then some smart pathing and loop chaining can buy you a lot of time.

You point to this showcase when exposed to this argument but if we discard this showcase and take into account the recent tourneys were people are already used to new billy and it is still a general concensus he is incredibly good, even better than blight then how do we do it? Shall we ignore how billy is dominating better than blight even in comp environments because a showcase months ago was not done right? Have you seen dbdleague recently? Billy went from being a joke to a literal beast, even I who personally always believed him to be a meme killer have to admit, new billy is a force to be reckon with.

Hillbilly is much stronger than Blight and easily competes with Nurse for best Killer in the game. He’s 115, has an insta down, has better mobility and suffers far less than Blight, Nurse and Spirit for missing or using his power. Being insta down means he forces pre drops more than Spirit or Blight. He’s worse than the others at windows theoretically but they always run Crowd Control or Bamboozle because blocking windows is beneficial to him anyways because he has an insta down. Billy is absolutely better than Blight.

That's what they don't get. The killer with an instadown is chasing you. So, what, they down you guaranteed, just from simply chasing you? No, of course not. They have to be so close that they're breathing down your neck, which in most cases means you get to a pallet or window before they're close enough. So Blight stronger than Hillbilly? Major X to doubt.

The curve buffs really made a difference to billy to antiloop

he the stronger killer but blight harder to loop. Billy pretty much oni in his ability but slightly weaker

It's not about having ten hour chases it's about dying in the right spots against killers like billy/nurse since you have no guaranteed long chase. Either way billy is just a better killer now that double iri cheese is gone. Blood lodge is a strong map for surv with tons of strong pallets so for billy to 4k1/2 consistently when blight would struggle says a lot.
