OCE players being put in SEA and EA servers

I play in Australia, and more than half my games I get put in South East Asian or East Asian servers. It's been happening to many others as well. I don't know what's causing it - it's definitely not a lack of OCE players, most games will be full of OCE players, yet we still get put in these servers - but there is absolutely zero enjoyment in being forced to play on 200 ping, especially when it doesn't even show the high ping symbol in the lobby, so you just have to hope you don't get shafted. But again, it happens more than it doesn't so I can't see the point in loading up this game when I know I won't get to play on decent ping.
