Why [Ultimate Weapon] ist get weaker with Higher Level? The blind-status of the survs ist reduced with every Level? O.o

The blindness effect always lasts 30 second, the decreasing time regards the cooldown, that is 80 seconds at tier 1, 70 at tier 2 and 60 at tier 3.
