another global audio bug in the game map

In addition to my previous bug report regarding global audio occlusion bug, I also found out that in the game map if you are in the first floor global sound effects does not play with a echo effect as well as the occurances in outdoor maps. (In the second floor of the map this issue does not occur) normally when you hit tab button you would notice the echo effects lingering in your desktop but it did not happen in this as a result of this issue
