Could we finally get around to changing back Possessed Chains to not lose PWYF without fang?

It was like that on release and then when Engineer Fang was nerfed, it was changed so his whole power loses tokens. The only other killer with a similar power that only slows (Clown) doesn't lose tokens on bottle toss. Why does Cenobite?

    Both PWYF and STBFL should only activate on hits that take a health state.

    Same for deathslinger and nemesis contamination.

    Yeah, some killers have been rendered completely unable to use PWYF and STBFL because they lose stacks on using a power that can sometimes damage, but doesn't always. I'd like to nominate Artist when her birds swarm but don't injure.
