Step 1 : Boot the game
Step 2 : Play as survivor in a public match (during event)
Step 3 : Play against Myers (I don't know what difference this has)
Step 4 : Get hooked so that decisive activates
Step 5: Go into a locker to force decisive
Step 6: Notice that the killer downs you imediately after you hit decisive
