When Do Certain Cosmetics enter the Store?

During the Anniversary event, I wasn't able to Get Bill's Full Outfit, The "Masquerade Veteran" (I'm only Missing his Mask/Face), and I really want to complete the look. Does anyone know how long it takes for Outfits like these to Return to the game or Enter the store? (If they Ever Return that is?)

    as this cosmetic tied to an in-game event, it will only be available in future iterations of that event - so in this case it should be next anniversary event.

    Though Bill is a special case as he is a licensed character and anything related to him has to be only obtainable without spending actual money (so no auric cell purchases) - I would still assume it would be available next year but there is no precedent i think
