PC - Can't Sabo Hawkins lab hook

I don't have a video, realized I should have after, but I couldn't sabo this hook with a toolbox at least. Unsure if Saboteur will work but when I tried with a toolbox, I didn't get a prompt to sabo the hook even when I motioned for a Sable to try, she was unable to as well.
