Bill has been added to the game ever since it was created, shouldn't he have more skins?

The game was created in 2016 and WIlliam "Bill" Overbeck has been in it ever since but he has only 3 skins, the masquarate one, the heart of valor for 21k bloodpoints and his prestige 4,5,6 one, he should have more skins because theres many p100 bill players like me who are craving more skins for him and it would be nice for him to have more skins, like a shirtless one or something

    I was surprised and happy that Bill got his own full Masquerade cosmetic and I know there are many players ou there who main Bill. It would be great if he would get more cosmetics but I guess there are two big reasons why he doesn't get cosmetics (it's nothing official, just my guess):

    First, Bill is a licensed character so it is kinda difficult for BHVR to create new skins for him because the licenses holder has to give their permission. Second, BHVR might not be interested in creating new cosmetics for Bill because Valve, the licenses holder, wouldn't allow BHVR to sell them for real money (Aura Cells) - this is also the reason why Bill is a free character and you can buy his old riftskin with Iri shards. As a result, BHVR would not earn any money - in fact - they would lose money and employees couldn't work on skins that they can sell for real money.

    Bill was added in 2017 though…

    Anyway, he's licensed, which makes adding things complicated.
