Blight's add-ons boosting "initials" losing their effect after first rush

with a recent patch, both add-ons Soul Chemical and Summoning Stone got reworked to have different effects. According to the wording used, they are determined to increase the initial speed and initial duration.
However, that seemed to be in contrast to other add-ons granting a consecutive bonus.

After some testing, it was pretty clear that these add-ons only work for the first rush. this circumstance renders both add-ons pretty useless while having a purple rarity.
for instance, Soul Chemical granting 5% for the initial Rush is far less appealing to play than yellow add-on Blighted Rat granting 2% every consecutive Rush.

Looking at the descriptions, the wording isn't very clear to me. is it a bug or intended behaviour?
