Cage of Torment
The cages need to function as a hook, perks that work with hooks should work with cages, mechanics of hook should also apply to a cage such as the endurance and haste, the only thing not working with cage is sabotaging since they aren't in the realm to be interacted with normally. Executioner was the testing baby for the new hook struggle mechanics so why not just bring him up to full speed with all the hook mechanics? It isn't even a secret with the cage spawning as it is literally the farthest point from the killer and anyone who knows this (the entire community) will just run straight to the cage for the easy downs since it allows them to circumvent all the anti-tunnel mechanics you installed. Only other way is to make the cage not count as a hook state and instead apply exhaustion, incapacitation and hemorrhaging to balance it out like how pig traps don't count as a hook state but instead are used to waste the Survivor's time by giving them more objectives.

I simply disagree. Words matter. A cage is not a hook. There isn't even a balance issue here. When players are caged, they are caged about as far away from the killer as possible. That means survivors should easily be able to rescue the player. Also, survivors have built in counter play by simply avoiding running across trails. It's not like Pyramid Head is a new killer or that he has an inflated kill rate. Why is this an issue now?

just don’t step on his trails
He’s also denied from using hook perks
No pop, no grim, no slowdown
If anything the meta doesn’t even favor him as a killer with how all best gen slowdowns are hook perks only

Crouchwalk through his spaghet. Easy peasy.
Cages are not hooks. They are an ability of 1 single killer. No changes necessary.
