Asking for a little reinforcement/verification about Cross-progression

Good day all! :)

First I am very happy that Cross-progression will be available on 22nd of July.

I planning to merge my Steam account and Xbox One account. I did all the steps that I found on this page:

But instead of 'sync' I see 'refresh'.

Is it because the Cross-progression will only become available at 22nd of July (and at that day the 'refresh' will change to 'sync') or did I complete one of the steps wrong?

Furthermore if there will be 'sync' subtitle do I need to press it on both Steam and Xbox on 22nd of July?
