Possible "Gen Rush" solution
Although this may be a unoriginal proposal, I haven't seen any discussion of it as of yet. My idea is that only a maximum of 2 generators may be completed per 1 minute. If another generator has reached 100% whilst the 1 minute timer is active, the gen stays at that progress until the timer has been activated. This way, if the killer finds the gen in that time, they have the opportunity to regress it.
Obviously these values are subject to change depending on how much extra time a killer actually needs.

Since regression actually doesnt do much, a survivor will just tapp it again and its completely.
Your suggestion would only hurt the unorganized solo players that would have to camp at their gen and waiting that 1 minute until they can finish it. SWF are barely touched
