PC - Chase not instantly starting if I have PWYF on Ghostface

• Description of the issue
The chase does not start instantly when chasing someone if I have Play With Your Food on Ghostface.
• Steps to reproduce
I'm not 100% sure if this is the case but it seems that when the stalk meter is not full a chase will not initiate if I have the perk Play With Your Food on Ghostface.
• How often does this occur
Quite often.
