Unique game interactions/restrictions
I wasn't quite sure how to put this in fewer words, but I wanted to know why there is so few individual unique interactions/restrictions between specific perks and killer powers.
The reason this is being brought up is because in the past certain perks were given specific nerfs and restrictions due to certain killers being able to exploit that perk. However, this perk change affected all killers using it, even if they couldn't exploit the perk in the same way. This prompts the question; why isn't it more common to change the perks interaction with that killer specifically instead of nerfing the perk as a whole for all killers?
A vague example would be Singularity and the perk Hubris. After being stunned by a pallete, the survivor that dropped the pallete is stunned for 20 seconds. Singularity has a mode called overlock which allows him to tank a pallete stun but is instead slowed. Ideally Hubris would be extremely strong on Singularity but Hubris does not activate when in Overclock mode.
So we know it can be done but why isn't this being done more for exploitive killer/perk combos? Synergy is awesome but other killers shouldn't be punished for an issue unique to one killer.

Exceptions complicate game design in a bad way. You can't really convey them very easily either. Imagine if every perk had to have a list of killers it didn't specifically work on, that'd get out of hand pretty fast, and make things even harder to remember, especially for newer players.
Hubris not working with Singularity is only a byproduct, not deliberate. He bypasses the stun while in Overclock, so the perk does not activate. He is not considered to be stunned.

Exceptions within reason. I'm not suggesting that all perks be restrictive to specific killers, but moreso suggesting that these unique changes be considered when talking about very problematic combos over universally nerfing the perk for all killers. For worst case scenario and not everyday issues.
