Action priorities need to be looked at more closely
The most blatant one is if you have Saboteur. If you try to heal someone you just unhooked it will prio sabo'ing the hook they are at unless you find just the right spot to stand to heal them.
Just died in a match of 2v8 because self-care from being hooked twice prio'ed over finishing the 99% exit gate that I got interrupted opening.
Both of these actions plus others that are in the game make literally 0 sense to be the priority. There is 0 reason you'd want to self care in front of an exit gate handle or not prio healing a player when next to a hook (this one would have VERY niche circumstances when you would want the other).
Fix: When two different actions correspond at the same time, make the 2nd action button for all players become the button to do the "less likely" action in case that's what you really want to do (not the use button for an item, but the 2nd action button that killers get when they have 2 different powers use choices at the same time).

That would work for healing by pallets too. I always drop them on accident.

Healing and dropping a pallet are actually two different types of actions that happen to be bound to the same button. You can change them.
The ones listed in the original post are not able to be bound to different buttons. Like recovering and escaping through the hatch when in the dying state.
