My friend lost his legacy skins after cross progression link?

Platform: PC. Synced an Xbox account.

I told my friend that he should do cross progressions. And now that he did it, it seems like he has lost his legacy skins? What can we do to work this out? I understand that when people lost their save files in 2016, the legacies couldn't be brought back, however, this is an entirely new way of losing the cosmetics, and I feel like my friend deserves to get the lost legacies back.
