PC - Failure of tome challenge to complete when conditions met

I am unable to get Tome challenge "Throw 'Em Off" (Tome 17, level 2) to complete. I am playing as Adam Francis and using the perk Diversion. I have tried this repeatedly today and about a month ago. As per the instructions in the challenge, I have thrown a pebble at both a gen not being worked and a vault spot within 10 seconds of a teammate being hooked. The challenge will not complete. I am aware that this was reported in Nov 2023 and it is still listed as pending. I have tried on multiple maps.
Edit: I was finally able to get it to complete, but only but standing right on top of the gen.
