Why won’t it link to my new account after unlinking it from my old account

A while back before cross progression was a thing I made a behaviour account to try cross progress between steam and my Xbox. On that old account I linked epic games and steam. Earlier today after finding out cross progression has came to dead by daylight I made a new behaviour account as I forgot about my old account. I have linked my Xbox account and when I tried to link steam it said “A game account with identical information already exists” . I have spent ages logging into my old account and unliked it and now it won’t link to my new account. Any suggestions on how I can link my steam to my new account after unlinking it from my old.

    There is a 60 day wait period between unlinking a platform account on one BHVR account and linking that same platform account to a different BHVR account.
