screen was completely black, and everything was bugged and blurred on screen

I was playing on PC as Nemesis, with the perk eruption on map the shattered square, the decimated borgo.
What happened was I loaded up the game, searched for a lobby and when I loaded into the lobby the screen was completely black and bugged similarly, but I thought it would fix itself when I loaded into the match, but it didn't.
This is the first time I have encountered this bug so far.
The video I've attached is 5 minutes long, you can skim through it but it shows how I saw the game the entire time, when I alt tabbed and went back in the game all the things on screen would disappear and reset, then when something popped up on screen it would do that weird duplicate effect again.
