Does stake outside 1% work on successful great skill checks

I looked it up and some1 said 2.5 years ago that it was a bug, but was intentionally kept in, so I wonder if that's the case now. I was wondering if successful great skill checks also grant 2% progression, or does it have to be a good one that converts into a great, consuming a token, causing the 2%?
