Dracula's cooldown addons (combined) make the CD LONGER rather than SHORTER

When combined with Ruby Circlet, for each stack of the Sylph Feather addon, the cooldown gets longer and longer rather than shorter. At 3 stacks, my cooldown was 13 seconds long (it's 7s basekit)
Use the addons, gain stacks, use Hellfire, then you'll witness a very long cooldown.
Every time you use these addons, every time you do the Hellfire attack, this occurs.

Were you also with the other cd reduction addon? The brown one.
I did report that if you have both and you stack the green, it actually increases Hellfire cooldown. If you play only with one or the other, it stacks nicely.
