I remember when he used to do that. Did they removed it from the game perhaps?

Nemesis is unique in that, by default, he has two “wipe” animations. One being where he clenches his fist, and the other being the roar.
If the roar is never playing, that might be a bug.

I made a bug report because I know it's missing. He never roar once.

I just tested it now. It's not working. Punched survivors like 20 times by now

From what I remember, he only roars if he's in Tier 3 Mutation.
