Still having trouble with cross progression

So I want to link my steam account to my BHVR account to link my playstation to it. But it keeps saying that a account with identitcal information already exists that information is my already existing steam account i don't want to make another steam account just to play the game. I thought maybe they want both games to have some progress so I play a match on steam and then try again and it still gives me the same error. So I don't know what I'm doing wrong.
