What's up with bug reports being rejected as "technical issues" when they are obviously bugs

I've noticed multiple bug reports that are being closed down as if they are some sort of issue on the users end when many are obviously bugs caused by the new update. For example the Gpu temps are spiking in the menu's now. This never happened before the update. Now I was able to reduce this by tweaking some settings in the Nvidia control panel but this is still a bug caused by the new update. If bug reports are falsely being declined as being a technical issue on the users end then these bugs will never be fixed.
