PC - Sometimes when downed can not recover, be healed or be picked up by killer

Seems like a new bug where occasionally but not every time, when you are downed and put in the dying state, it glitches out and you can not recover, be picked up by killer or be healed by a fellow survivor

The "recover" prompt and bar completely vanishes as seen in the attached screenshot, and also in the attached video is a clip from when it happened showing how the killer seemed to be unable to pick me up, and my fellow survivors seemed unable to heal me as well. as well as my reactions to it while in a discord call with my friend.

    am unable to attach my log for some reason, but you can see the perks i was running in the screenshot and what map I was on. this stayed the whole rest of the match until i bled out. even after crawling around and leaving the building in case that was the issue i still was not able to be picked or recover.
