Dark Lord's Traveler's Hat addon increases post form switch penalty instead of decreasing it

switching into Vampire Form or Wolf Form applies a 1 second penalty during which you cannot attack and have reduced movement speed, Traveler's Hat is meant to decrease that penalty but instead increases it
