I know it's centered around flashlights but the third sentence doesn't mention them specifically.
Can I use this perk with Flashbang or Blastmine to cause Hindered for a Tome Challenge?
Technically, I would be successfully blinding the killer...

Yes, it works with all Blinds, not just flashlights.

I got the Tome Challenge done on my 1st attempt using this loadout!
I'm terrible with flashlights so I'm relieved!
