PC - Bardic Inspiration is not working...

To make this simple, when I press the bardic inspiration Button, the dice doesn't roll, the animation doesn't play, the perk goes on cooldown, and nothing happens. I heard it was going to be fixed in the Dracula stream, bun now i'm confused.
