Can't upgrade some skills

I can't upgrade some skills of one survivor. I don't have that problem with any other and it only happens with those skills. I have unlocked other skills after I noticed the bug and there is no problem with those, but for some reason there are 3 skills that don't appear in the bloodweb for that character.
I used to play in ps4 but now I play in pc, i don't know if the cross-progression could have been the cause.
