When you Prestige you unlock the perks on all characters - for the character that you are levelling you will need to Prestige to P3 to get the perks at Tier 3. On other characters once you've unlocked the perk by Prestiging once, that perk will become available in other characters bloodwebs which can be levelled up as normal.
