Do yellow toolboxes always upgrade to Mechanic's toolbox or am I just unlucky?
I've been using Exulted to try to upgrade my toolboxes. I've just been using brown boxes, but sometimes I've managed 2 stuns in a match. All (3? maybe 4?) times this happened I got the slightly inferior Mechanic's toolbox instead of the Commodius. Is this intended, or am I just unlucky?

I think it might be intentional to prevent just always getting a guaranteed best toolbox, which is probably smart. Commodious is hands down the strongest toolbox in the game and in fact, maybe a bit overpowered sometimes. BHVR is probably trying to subtly limit free genrush.
These are similar to other subtle limitations that have been imposed on Killers and Killer perks before. BHVR will then deny these limitations exist. It happens when they feel one side is too strong. It was Killers before, now it's Survivors… who they have been trying to limit since 6.1 to balance the game. It just feels weird because for so long, Survivors have been stronger than this. They're fixing that, so people see it as unlucky or wrong. But nah, this is just how BHVR balances. Making things mediocre and putting limits on them.

Speaking of, if BHVR even acknowledge that Commodious is the best toolbox, why is it still green?

Commodious should be a purple rarity, and event toolboxes should all be patterned on Yellow toolboxes not Green ones.

absolutely. blood event map also violates this rule (who cares) but having abundant commodious equivalent event toolboxes isn't nice.
also idk if it can be called an opinion but time-wise engineer's is better with double charge add ons unless you need the extra skill checks toolboxes give.
@topic, exultation definitely upgrades a yellow toolbox into a commodious. it's very unlucky you haven't got one after presumably many tries.

the problem is that this perk by nature is not one of the perks that killer will complain about. What they should be doing is looking at placing limits on perks like Exhaustion such as Lithe, Sprint burst, Background player, Decisive strike, Adrenaline, Deja vu, Build to last & Streetwise.
Placing limits on under-used/not popular just makes that perk appear less and the problematic perks stand out more.

It's only been 3 or 4, which is unlucky but only about as unlucky as getting a mimic on your first Vecna chest. Thanks for the info

You're of course right that all those things do need looking at, and that limits shouldn't be set on weaker perks. but I'm not sure I agree that giving Exaltation no limits at all would make the perk healthy for the game. It WOULD become a possible meta pick without any drawbacks.
