Twins Nerf, but she needs some final very important tweaks! (Small Buff)

After here rework, she was released with a 10 second cooldown to recall victor. All of us twins mains agreed that it was a bit too good and that it should be doubled to 20 seconds for the sweat spot.

However it was nerfed to 30! Which is triple what it was an feels horrible not having a power for that long.

I think it should be met in the middle and be at 20 seconds to recall victor when attached to someone, and have that be the compensation for these nerfs! It would also match the new kicking victor respawn time.

ALSO IMPORTANT! HER RECALL VICTOR ADD ONS

Currently they only apply the effect if THE SURVIVOR removes victor, and therefor survivors never remove victor ever. Then these add ons are useless. It should apply the effect whether removing or recalling victor
